Before the NDIS, disability support in Australia was fragmented — provided through a patchwork of state and territory services with limited funding and no portability. The NDIS replaced this with a single national scheme that gives participants choice and control over the supports they receive and the providers they use.

The NDIS is not a welfare payment. It is an investment in the long-term independence and participation of people with disability. Participants use their funding to access services that help them achieve their goals, whether that is living independently, building skills, engaging with their community, or accessing therapies.

Who Is Eligible for the NDIS?

To access the NDIS, you must meet three core eligibility criteria:

  • Age: You must be under 65 years of age at the time you apply.
  • Residency: You must be an Australian citizen, a permanent resident, or hold a Protected Special Category Visa.
  • Disability: You must have a permanent disability that substantially reduces your ability to participate in everyday activities.

Eligibility is assessed on function — the NDIS looks at how your disability affects your capacity in areas such as communication, self-care, mobility, learning, and social interaction. A diagnosis alone does not automatically qualify you. The evidence needs to show how the condition limits your daily life.

Children under the age of nine may access supports through the Early Childhood Early Intervention (ECEI) pathway, which focuses on developmental delay and early support. This pathway does not require a formal NDIS plan — supports are accessed through a local ECEI partner.

What Does the NDIS Fund?

NDIS funding is divided into three support budget categories:

  • Core Supports — help with daily activities, personal care, household tasks, transport, and social participation. This is the most flexible budget and covers a broad range of day-to-day support. The NDIS funds disability-related supports — it does not cover medical treatment, medications, or GP and specialist appointments. These remain funded through Medicare and the healthcare system. What Are the Three NDIS Plan Types?

When your NDIS plan is approved, you choose how your funding is managed. There are three options:

  • NDIA-managed (agency-managed): The NDIS pays your providers directly. You can only use registered NDIS providers. This option involves the least administration for you.
  • Plan-managed: A registered plan manager receives your funding and pays providers on your behalf. You can use both registered and unregistered providers. Your plan manager also provides financial reports so you know how your funding is being used.
  • Self-managed: You manage your own funding, pay providers directly, and claim reimbursement from the NDIS portal. You have the most flexibility — including using unregistered providers — but also take on the most responsibility.

How Do You Apply for the NDIS?

Applying for the NDIS involves five steps:

  • Step 1 — Check eligibility: Use the NDIS eligibility checker at ndis.gov.au or call 1800 800 110 to confirm whether you are likely to qualify.
  • Step 2 — Submit an Access Request: You can do this by phone (1800 800 110) or by completing the Access Request Form and submitting it with supporting evidence.
  • Step 3 — Provide evidence of disability: This includes reports from your doctor, specialists, or allied health professionals that describe your functional limitations. The stronger the functional evidence, the clearer the case for access.
  • Step 4 — Attend a planning meeting: An NDIA planner or Local Area Coordinator will meet with you to discuss your goals and what supports you need. This meeting forms the basis of your plan.
  • Step 5 — Receive and activate your plan: Once approved, your plan lists your funding categories and amounts. You then connect with providers such as Lead Your Life to begin receiving supports.
